I have been a full time, professional mediator based in Denver, Colorado since 2003, balancing my time between duties as the Executive Director for Colorado Mediators & Arbitrators (CoMA) and my own private practice as a divorce / post-divorce mediator. As a mediator for Denver Divorce Services, I specialize in high conflict divorce cases and am very successful in bringing contentious matters to satisfactory conclusion. I’m a preferred provider for the CLC Employee Assistance Program and a panel arbitrator for FINRA (Financial Industry Regulatory Agency).
My early working years were focused on the three professions: insurance, stock brokerage, and real estate. This gives me a great business background and fundamental understanding of finance, negotiation, and closing the sale. All of these tools are essential in mediation settlement conferences.
Formal education came later in life when my company was downsizing in an economic downture and offered a severance package that included tuition reimbursement. At the age of 38, I completed a bachelor’s degree in Human Resources, and then completed a graduate certificate in dispute resolution at University of Denver.
Mediation was suggested to me as a possible profession by one of my college professors. She helped set up an internship with the Equal Employment Opportunity Commission’s Mediation Department. I spent a semester co-mediating employment disputes and found that I loved the experience of hearing people’s stories, assisting in the creative process of generating options for settlement, and writing the agreements that provided closure. Several cases concluded in agreement, which allowed people to move on and avoid further disruption to their lives. It was tremendously satisfying.

Promoting Dispute Resolution Excellence and Efficiency
- CoMA CASE ADMINISTRATOR: Judy provides the administrative infra-structure to enable the delivery of dispute resolution services in an efficient and consistent manner including client intake, case administration, panel support, and promotion of ethical standards within the Alternative Dispute Resolution profession.
- MEDIATOR: Ms. Larkins is an expert negotiator in divorce and family matters, creating agreements that meet the needs and interests of all sides. Highly contentious parties are often referred by legal counsel to find resolution after months or even years of non-agreement. Her Memorandums of Understanding are succinct and complete when parties attend mediation Pro Se. A Legal Review provision protects the parties and the process when participating in mediation without legal counsel.
- ARBITRATOR: Judy is an industry arbitrator for FINRA, the Financial Industry Regulatory Authority formed in July 2007 with the consolidation of NASD (her initial affiliation) and the NYSE's member regulation and enforcement. Drawing on 11 years of experience as a licensed stock broker and insurance agent, Judy has served on panels of three arbitrators for cases involving alleged mismanagement of funds entrusted to other professionals for investment purposes.
